Site Manager (Opencast Mining)

• Safety and Legal Compliance: Provide visible safety leadership; ensure compliance with the MHSA, Regulations, legal appointments, Codes of Practice, standards and procedures; verify critical controls; and stop or correct unsafe work.
• Operational Leadership: Direct daily mining activities across drill and blast, load and haul, hauling roads, stockpiles, rehabilitation and related services to achieve safe production and quality targets.
• Mine Planning and Execution: Translate life-of-mine, annual and monthly plans into practical short-term schedules; coordinate geology, survey, planning and production inputs; and manage deviations against plan.
• Production and Performance: Monitor volumes, quality, cycle times, utilisation, availability, delays, rehandling, fuel consumption and unit costs; investigate underperformance; and implement corrective actions.
• Engineering and Asset Management: Coordinate maintenance priorities, planned shutdowns, breakdown response, equipment deployment, replacement planning and compliance inspections to support reliable fleet performance.
• Financial and Commercial Management: Prepare and control operating budgets, forecasts and expenditure; verify production and cost information; manage procurement and contractor costs; and deliver agreed commercial outcomes.
• People Management: Lead, organise and develop the site team; clarify accountabilities; manage attendance, discipline, performance, succession, training and competency; and promote constructive employee relations.
• Contractor Management: Ensure contractors are properly appointed, inducted, competent, supervised and measured against safety, quality, production, cost and contractual requirements.
• Risk and Incident Management: Maintain operational risk registers, emergency preparedness and critical-control verification; ensure incidents are reported, investigated and closed out; and track corrective actions to completion.
• Environmental and Rehabilitation Management: Ensure compliance with environmental authorisations, water-use requirements, dust and noise controls, waste management, spill prevention, land rehabilitation and closure commitments.
• Stakeholder and Client Relations: Maintain effective relationships with clients, regulators, organised labour, employees, contractors, service providers and surrounding stakeholders; resolve escalated issues within delegated authority.
• Reporting and Governance: Submit accurate daily, weekly and monthly reports; chair site performance meetings; maintain statutory and operational records; and escalate material risks, breaches and business interruptions promptly.
• Continuous Improvement: Drive initiatives that improve safety, productivity, equipment performance, fuel efficiency, cost, quality, workforce effectiveness and operational discipline.
• Comprehensive knowledge of opencast mining methods, drill and blast, load and haul, crushing, rehabilitation, pit dewatering, mine planning, production scheduling and mobile equipment management.
• Sound knowledge of the Mine Health and Safety Act and Regulations, mandatory Codes of Practice, environmental legislation, legal appointments, risk management, incident management and contractor control.
• Strong leadership, planning, decision-making, negotiation, conflict-resolution, communication, coaching and stakeholder-management capability.
• Ability to interpret mine plans, survey information, production reports, budgets, forecasts, equipment data, cost reports and contractual performance requirements.
• Commercial and financial acumen, including budgeting, cost control, productivity improvement, claims awareness, resource optimisation and management of operational risks.
• Compulsory computer literacy, including Microsoft Outlook, Word, Excel and PowerPoint, together with proficiency in relevant mining, planning, fleet-management, ERP and reporting systems.
• High levels of integrity, accountability, resilience, safety leadership and commitment to lawful, ethical and sustainable mining practices.

REQUIREMENTS

A relevant degree or diploma in Mining Engineering, Mining Operations, Engineering, Operations Management or a related discipline. A valid blasting certificate or other statutory competency appropriate to the commodity and scale of operation is required where the appointment demands it. Management or business qualifications are advantageous.

A minimum of 8 years’ relevant opencast mining experience, including at least 3 years in a senior supervisory or management role. Demonstrated experience in managing production, safety, contractors, budgets, equipment fleets, labour, client relationships and multidisciplinary teams is required.

Valid driver’s licence; valid medical certificate of fitness; applicable statutory appointment and competency certificates; and completion of site induction, legal-liability, risk-management and safety training. A Mine Manager’s Certificate of Competency is advantageous or required where prescribed by the operation.

Must be able to work in an opencast mining environment, travel within the site and between operational locations, conduct inspections on uneven terrain, work extended hours when operationally necessary, and participate in standby, emergency response and after-hours escalation arrangements.
